In the noon update, the National Hurricane Center said Rafael has 115 mph maximum sustained winds. It's expected to weaken when it enters the Gulf.

Rafael has become a Category 3 hurricane as it nears the coast of western Cuba. In the Central Gulf Rafael will run into cooler water and wind shear, which will weaken the system. Steering currents are weak and the long-range path of the storm is very uncertain.
