TEGNA Texas created a new charitable fund raising money to support people impacted by devastating floods in Central Texas.

Over the last decade, an array of local and state agencies have missed opportunities to fund a flood warning system intended to avert the type of disaster that swept away dozens of youth campers and others in Kerr County,

The governor said Tuesday that the state had “assets, resources and personnel” in place before the July 4 floods.

Flash floods surged through in the middle of the night, but many local officials appeared unaware of the unfolding catastrophe, initially leaving people near the river on their own.

NBC News correspondent Morgan Chesky was born and raised in Kerrville, Texas, and has been covering the devastating flooding in the region. His mother, Karen, and stepfather, Michael, had to evacuate their home on July 4th only to return to find the body of a young girl in the trees.

Mark Edwards, field operations manager for the nonprofit group Texas EquuSearch, deployed more than 120 trained volunteers on horseback, in ATVs and on foot to look for survivors and victims. The team included Robert Crow, a member of Tejas Vaqueros, a riding group from Houston.
